ABOUT BROAD CREEK PUBLIC SERVICE DISTRICT
:
South Carolina established legislation whereby Special Purpose
Districts were created to provide needed services to rural
areas that were outside the general jurisdiction of local
government. These services include sewer, water, fire protection,
hospitals, airports and recreation.
The
basic theory behind the creation of Special Purpose Districts
is to provide a needed service by government at its grass
roots level. The area to be served must be totally responsible
for its operations and have the ability to provide service
specifically needed for an area in the most economical manner.
Legal boundaries are established for the districts and the
entity is formalized by the state through enabling legislation,
charters and bylaws. Provisions are made for commissioners
to be appointed to oversee the general welfare and operation
of the District's business.
Those districts, formed prior to the Home Rule Act in 1973,
are under state jurisdiction with the Commissioners recommended
by the State Legislative Delegation and appointments made
the Governor. Those Districts created after Home Rule have
their Commissioners appointed by County Council.
Broad Creek PSD was created by Enabling Legislative Act
#1739, ratified on August 3, 1972 and amended by Act # 575,
ratified on July 11, 1973. It was first known as Palmetto
Dunes Public Service District and in 1973 ratification changed
the name to Broad Creek Public Service District.
